I don't know that I've ever seen one definitive comparison.

But the one cultural aspect I've seen described, that seems accurate on its face, is that most of youth sports development in the US cares about creating winning teams, whereas youth sports development in other countries cares about creating elite players (that will eventually contribute on pro/national teams).

I think there are a variety of other issues, but it's that cultural divide that means there's not a motivation to change.
