easier to win an NC at PSU than IU. NIL and transfers have substantially leveled the playing field.
Even if PSU theoretically has more resources, the counterpoint is the politics with which you have to deal. Places like IU will tolerate rough years while you try to get the right mix. Though if his goal is to get the largest bag possible (vs. winning an NC) then he'll make the jump.
