Losing is expensive
Given what ND has spent under Jenkins in termination payments it likely have been cheaper for him to have made Meyer the highest paid coach in the game in 2004 than to cut Willingham and Weis termination checks in addition to Weis & Kelly's salaries.
That said Jenkins deserves credit for making the decision to eat the rest of Weis' contract when his tenure reached the point of no return.
