Yes, the SPR was getting critically low. I think in a sense, Trump wasn't lying, b/c in a few weeks we could well see truthful headlines that the SPR had been tapped.

However, there are other means of "recovering" oil that the nation could use. But good luck getting most of the nation past the initial headlines.
