Olympic sports are the same way.

The most blatant example I recall is the skier Marc Ghirardelli back in the early 90's. He was Austrian but skied for Luxembourg. Why? He didn't like the Austrian coach. And Luxembourg, a mountainless place called one of the "Low Countries" for good reason , just wanted some Olympic medals. They got their wish when Ghirardelli won a gold.

The man had no ancestry from Luxembourg and had barely set foot in the place.
