A rookie salary cap might help
I believe the NFL would help out with this even though it isn't really the NFL's problem. Of course, they might want something in return (say, an agreement from the NCAA that they won't hire assistant coaches away from NFL teams in July). But a lifetime ban for agents who break the NCAA's rules might not be that crazy for the NFL to enact, if they believed that the NCAA had clear and reasonable rules in place. It might even help them weed out some of the sleazier agents.
A rookie salary cap might also help by lowering the potential upside for agents in dealing with college players.
I did hear something the other day on ESPN about current NCAA rules allowing agents some limited contact with players before their eligibility is up. If that is case, that is something the NCAA might also want to change.
