Some intrepid reporter should get some of these signing contracts (not just ND) to paint the picture.
IMO, ND is "competitive" within the market.

I do not believe that they are setting it. If ND were setting the NIL market visit decision would have went in a different order.
Logically ND is close enough to market rate to make it a "40yr" decision' for recruits . If you don't value ND for the long haul, then you'll head elsewhere. I think ND is good with that as it weeds out guys who probably aren't cultural fits.
As far as specific dollar amounts. Doubt we'll ever get a clean answer on that. As a private concern outsiders (media) can't really look at their ledgers and make reasoned deductions. It's guesses at best. Hell, media have have trying to peg how much ND coaches make for decades now and the best sources can only ballpark the figure that they've heard secondhand.
Besides I'm not sure ND would ever want that out there so as not to offend the Old Guard still rooted in the days of Joe Yonto.

The team Bolingbrook is playing in that clip is Warren Township in the state quarterfinals. From the video, I can't tell if that was Aaron Stewart running the ball but Warren didn't run anyone else much the entire season.
Stewart finished his senior season with 338 carries for 2,872 yards and 46 touchdowns, leading the state in all three categories. That running back was a beast and probably the best in all of Illinois last year. Were it not for his height (not his size) he'd have had a ton of high-level offers. He accepted a scholarship to Illinois to play football and wrestle. That kid is one of the strongest kids I've seen in Illinois high school athletics.
