"Numbnuts" is probably unfair.
According to the articles and the photographer who took the video, it was inside the campground proper with lots of people, tents, campers, and cars around, and not like the grandfather and his grandson intentionally stopped along the side of the road out in the park and got too close to a rutting bull.
The larger question is probably about big summer crowds in a massively understaffed national park during bison mating season...
