Endangering saftey doesn't require an injury.

One can be in danger without it resulting in a bad outcome. And studs onto an ankle, intentional or not, can certainly be defended as endangering safety, whether there is a serious injury or not.

I thought that Balogun was unlucky, but I'm not incensed by the outcome. It's defendable.
