if one did the leaders, their family, and associates would be quickly strung up and hung under some overpass buy every other cartel in Mexico for essentially bringing hell down upon them all.
Narco trafficking is a legal issue with known rules. Participating in an Act of War upon a sovereign nation is something else entirely. Terrorism is a National Security matter and the agencies that automatically come online after a domestic attack play by entirely different rules.
The Cartels all know this.
