This was a famous line attributed to a caricatured Harold Washington in a satirical play about the political wars that roiled Chicago in the early 80's. I looked at the wiki page to see if it referenced anywhere and I was amazed by just how insane that whole episode was.

His favorite adjective for Fast Eddie Vrdolyak was "scurrilous".

There was also Ald. Bernard Stone, who called then Ald. Luis Gutierrez "you little pipsqueak" on the council floor.

That engendered a cartoon in one of the Hispanic papers (supporting Gutierrez's opponent, Ald. Juan Soliz) where Stone yells at Gutierrez "You little pipsqueak, the only congressional seat you'll ever see is if Dan Rostenkowski sits on your face!"
