I also highly doubt they have been sitting on their asses sipping lattes since last December. Recall that, for purposes of athletics, ND is now led by the man who drove the bus on terminating Willingham and by a competent and seasoned athletics professional who does not require mere mortals to call him "doctor." It would greatly surprise me if those two sat around and did nothing for a year, no matter what the pseudonymous internet nitwits think of them.
