Of course.
There's no basis without already having a solid foundation. The problem comes with teams who are terrified of the cap, terrified about the prospect of paying players what they're actually worth. It's the undoing of a lot of very good teams in the cap leagues. But where others shy away, the Rams instead double down and I respect that about them.
