it's not surprising that a small country was able to secure that many vaccines, and then distribute them. Also, it's not surprising that the countries to do it were Israel and UAE. The US is doing better than most of the EU, Canada, etc.

The lack of any real, federal plan is pretty terrible and a misuse of resources (the more local, the more local officials have to learn about and make decisions on things far outside their expertise). So, while not a defense, the US has plinkod it's way to doing ok. The real test will get moving from 5% to 50% -- that's a lot of vaccines to produce and distribute.
