In my experience in the mid-90s, Michigan was regarded as very stingy with scholarship money, even among my friends who went there, and the difference in tuition was not as big as it is today. The extra above-and-beyond-FAFSA help that ND gave more than made up for the yearly difference in tuition.

That being said, Michigan was never an option for me. I didn't like the idea of having to hang out 100% with the kids I knew who went to or were planning to go there. Some of them I even liked in short bursts, but the idea of everyone on campus being like that just turned me off completely.
