I think you are misreading his comments
I have heard Swarbrick speak on this issue several times. It is more about the nature of the relationship that of compensation. If you listen to Jack he is ok with athletes being compensated for the use of their image, as well as with giving student athletes the full cost of attendance or even additional stipends to account for the fact that they cannot work over the summer. Even some sort of collective bargaining will be acceptable.
Some of the strongest proposals have the athletes becoming actual employees of the university with all of the privileges, rights and benefits that come with that. That is where ND will not go.
