I think those are independent issues

Risks over which a user can hypothetically manifest some measure of control ("I'm a great driver!" "I need to/will start eating better" etc. are almost always more acceptable to people than ones over which it seems like a user cannot manifest control (fear of the "Urban Knockout Game," fear of sharks, plane crashes etc.). I think there are definitely a number of factors contributing to a skyrocketing of perceived risk in the latter category, despite empirical evidence to the contrary. In the former, it's something like you're describing -- we accept high levels of empirically negative outcomes because in every micro situation we ascertain an ability to avoid or mitigate danger.
